Ukraine
In 2020-2021, in response to the COVID 19 pandemic, Ukraine has committed at least USD 1.63 billion to supporting different energy types through new or amended policies, according to official government sources and other publicly available information. These public money commitments include:
- At least USD 1.37 billion for unconditional fossil fuels through 24 policies (8 quantified and 16 unquantified)
- At least USD -2.72 million for conditional fossil fuels through 4 policies (3 quantified and 1 unquantified)
- At least USD -101.38 million for unconditional clean energy through 20 policies (7 quantified and 13 unquantified)
- Some public money committed for conditional clean energy (3 policies with the value of public money unquantified)
- At least USD 371.14 million for other energy through 25 policies (4 quantified and 21 unquantified)
By energy type, Ukraine committed at least USD 1.34 billion to oil and gas (at least USD 1.34 billion to unconditional oil and gas).
In addition, Ukraine committed at least USD 22.85 million to coal (at least USD 30.14 million to unconditional coal and at least USD -7.29 million to conditional coal).
Further, no public money commitments identified for hydrogen based on fossil fuels.
Finally, some public money committed for multiple fossil fuels (2 policies with the value of public money unquantified).
A considerably larger amount of public money committed to supporting the economy and people of Ukraine through monetary and fiscal policies in response to the crisis may also benefit different elements of the energy sector. However, these values are not available from official legislation and statements and therefore are not included in the database. Meanwhile, in addition to monetary and fiscal measures, the database lists other policies and regulations that can also provide benefits to producers and consumers of different energy types.
These public money commitments are additional to many other government policies that had existed to support different energy types before the COVID19 pandemic.

In an attempt to improve the situation for mines, the Cabinet of the Ministers has declared the priority of using domestic coal for power generation. The Ministry of Energy was a mediator between the representatives of miners and Centrenergo, a state-owned power company. The negotiations resulted in a contract resuming the supplies of domestic coal to Centrenergo thermal power stations, although there is cheaper product of higher quality in the market.
